Troy Riggs is a retired public safety professional. His experience in law enforcement and a proven track record for working in cooperation with local businesses and non-profits allow him to work with SGR and its clients on many fronts, primarily as a trainer, facilitator, and executive recruiter.

He spent more than 30 years in law enforcement, including serving as the police chief in Corpus Christi, Texas; police chief and public safety director in Indianapolis, Indiana; and as the public safety director in Denver, Colorado. Troy also has experience as an assistant city manager in Corpus Christi, where he oversaw the police, fire, health, library, animal control, code enforcement, and parks and recreation departments.

As a public servant, Troy developed a reputation for applying business principles to the governmental budgeting process, thereby enhancing operational efficiencies and saving taxpayers millions. Known for the thoughtful and forward-thinking concepts he brought to policing, he consistently worked to build relationships between police and non-profits, church leaders, and philanthropic groups to address the underlying issues of crime in troubled communities.

A sought-after speaker, Troy is frequently invited to speak on an array of issues, including leadership development, crisis preparedness, utilizing business- and data-driven processes in organizational development, and media training for both traditional and digital platforms. His numerous awards include recognition by the NAACP and the League of United Latin American Citizens (LULAC).
