Mr. Guilfoy holds a Masters degree in Telecommunications Management, and Bachelors and Masters degrees in Business Administration. He has served on several business process re-engineering and information technology design teams. His extensive expertise in service-oriented business marketing and development, strategic planning, project management and technology helps Carrollton provide quality, cost-effective services. To help staff continue to transform the organizational culture into a competitive “service business” model, Tom is serving as an in-house management consultant. His diverse private sector experience provides new insights and performance improvement systems that add value to the city’s diverse programs and services.
Tom also provides leadership for a comprehensive organizational development program, including employee and organizational learning opportunities, performance improvement strategies, culture change strategies and training initiatives which promote professional excellence. Tom coordinates a nine-month Carrollton Leadership Academy program for high potential city managers at all levels. He enjoys working with other cities and counties who want to achieve permanent cost savings and efficiency improvements through the selective application of Managed Competition principles.
